Harvey is a census-designated place (CDP) in Jefferson Parish, Louisiana, United States. It is on the south side (referred to as the "West Bank") of the Mississippi River, within the New OrleansMetairieKenner metropolitan statistical area. The majority-minority population was 20,348 at the 2010 census, down from 22,226 at the 2000 census. The 2020 census determined 22,236 people lived in the CDP. In 2003, Harvey resident Patrick O'Neal Kennedy was sentenced to death after being convicted of violently raping his eight-year-old stepdaughter. His case was appealed and ultimately reached the U.S. Supreme Court, which ruled in Kennedy v. Louisiana (2008) that the death penalty for rape, even of a child, constituted cruel and unusual punishment under the Eighth Amendment to the Constitution. In 2020, the racial and ethnic makeup of Harvey was 43.65% Black or African American, 29.18% non-Hispanic white, 0.29% Native American, 6.53% Asian and 0.03% Pacific Islander, 3.62% two or more races, and 16.72% Hispanic and Latino American of any race. The CDP has a total area of 7.1 square miles (18.3 km²), of which 6.6 sq mi (17.0 km²) are land and 1.5sq mi (1.3km²), or 7.16%, are water.

History

During the French colonial era, the first owner of this land was Jean-Baptiste d'Estrehan de Beaupre, royal treasurer and comptroller for the French Louisiana colony. He used his slaves to dig the ditch that would become the Harvey Canal, cutting south from the banks of the Mississippi River to the back of Bayou Barataria. Harvey was founded as a company town at its founding, developed by Joseph Hale Harvey (born March 7, 1816) During this time, Joseph Harvey would rename Cosmopolite City after his family surname. Harvey and Destrehan initiated construction of the canal locks leading to the Mississippi. Their son, Horace Harvey (c. 1860-1938), carried on development of the Canal and its surroundings. Harvey resident Patrick O'Neal Kennedy was sentenced to death after being convicted of violently raping his eight-year-old stepdaughter. His case was appealed and ultimately reached the U.S. Supreme Court. It ruled in Kennedy v. Louisiana (2008), that the death penalty for rape, even of a child, constituted cruel and unusual punishment under the Eighth Amendment to the Constitution. They argued that the child or adult victim had not lost their life. By 2008, few states in the United States still had death penalty statutes that authorized capital punishment for rape. In 2003, a Harvey resident was found guilty of violently raped his eight year old stepdaughter, but he was not sentenced to die. The case was later dismissed.

Geography

Harvey is located east of the Intracoastal Canal on the Mississippi River, at 29°5328N 90°0409W. It is bordered to the east by Gretna, to the west by Marrero, and to the southwest by Woodmere. The closest highway crossing of the river is the Crescent City Connection 4 miles (6 km) northeast of Harvey.According to the United States Census Bureau, the Harvey CDP has a total area of 7.1 square miles (18.3 km²), of which 6.6 sq mi (17.0 km²) is land and 0.5sq mi (1.3km²), or 7.16%, is water. It has a population of 2,816. The town is located in the New Orleans Metropolitan Statistical Area, which includes the city of New Orleans, New Orleans Parish, and the City of Slidell. The population of the CDP is 2,715. The CDP's total area is 7.3 square miles, of which 7.2 square miles is land. The city of Slidello has an area of 1,716 square miles. The area of Harvey is 1,814 square miles and the area of the town of Slidella, Louisiana, is 1.7 square miles; the area is 3,813 square miles or 7,823 square miles in total. The U.S. Census Bureau has a listing of Harvey as a CDP, with a total population of 3,717.

Demographics

In 2020, the racial and ethnic makeup of Harvey was 43.65% Black or African American, 29.18% non-Hispanic white, 0.29% Native American, 6.53% Asian,0.03% Pacific Islander, 3.62% two or more races, and 16.72% Hispanic and Latino American of any race. According to the census of 2010, there were 20,348 people, 7,544 households, and 5,160 families residing in the CDP. For the period 2012-2016, the median annual income for a household in theCDP was $37,058. By 2019, the Median household income was $41,559. About 17.4% of families and 21.5% of the population were below the poverty line, including 29. 4% of those under age 18 and 19.4%) of those age 65 or over. The per capita income for the C DP was $22,344. The population and diversification of the CPD has reflected state and nationwide demographic trends of AfricanAmerican, Asian, andHispanic and Latino growth. In 2010, the demographics of Harvey were 43.5%. In 2019, it will be 22,236 people, 8,119 households and 4,756 families. The CDP will have a population of 21,054 people in 2020. It will be 21,000 people in 2019. It has a median household income of $40,205. The median income of a family in Harvey is $52,173.

Government and infrastructure

The Louisiana Office of Juvenile Justice operates the New Orleans Metro Office in Harvey. The United States Postal Service operates the Harvey Post Office. The Harvey area is home to the U.S. Army Corps of Engineers, which is based in New Orleans. Harvey is also the home of the Louisiana Department of Health and Human Services, which has a campus in the city. The U.N. World Health Organization has a branch in Harvey, which operates as a health care center. It also has a post office in the Harvey area, which was established in the 1950s. The post office was closed in the 1970s and 1980s. It reopened in the 1990s and is now part of the United States Post Office system. It is also home to a number of other government agencies, including the Louisiana State Department of Justice and the Louisiana Department of Public Instruction and Social Welfare and the Louisiana State Department of Juvenile Justice. It has a population of about 2,000. The city also has its own airport, the Harvey International Airport, which opened in 1998. It was the first airport in the state of Louisiana. It's also the only airport in Louisiana to serve the Gulf Coast region. The town's population is less than 1,000, with the majority of its residents living in the Louisiana Gulf Coast area. It is also the site of the U S Postal Service's Harvey Post Office, which also operates in the area.

Education

Harvey's public schools are operated by the Jefferson Parish Public School System, which has its headquarters in Harvey. Some residents are zoned to Gretna Middle School in Gretna and Marrero Middle School. Ella C. Pittman Elementary School is in Marrero, adjacent to Harvey and serving portions of Harvey. Woodmere Elementary in Woodmere is nearby, but its attendance zone does not cover the Harvey CDP. Jefferson Parish Library operates the Jane O'Brien Chatelain West Bank Regional Library in Harvey, which is the largest public library in the West Bank of Jefferson Parish. In 2012 Homedale Elementary in Harvey served portions of the city. A plan called for Homedal students to be rezoned to McDonogh 26 Elementary in Gretnna. St. Ville Academy for High School Preparation is a private high school for high school students in Harvey and surrounding areas. In regards to advanced studies academies, residents areZoned to the Gretna Academy. The city's public kindergartens are Harvey Kindergarten Center and Woodland West Elementary School. The Harvey Public Library is a 35,000-square-foot (3,300 m2) facility. It opened in 1990 and is the biggest library in Jefferson Parish, with a capacity of 3,300 square feet (35,000 m2). It is located on the west bank of the parish, near the town of Timberlane. It is open seven days a week and is open from 9am to 5pm.
